It's almost a...I've thought about the same things. It's almost as though a person that wants to not have to live in the same place all the time is shirking responsibility, as we know that everyone is expected to have a calling/be a home or visiting teacher/attend and support Church functions, etc. There is also the unspoken expectation that if you have a position of more responsibility, you won't move out of the ward. I actually once knew a bishop that did that. I unfortunately never learned the details, and it happened years ago when I was a teenager and didn't really understand the significance of such a move. I also don't know if that had anything to do--and I'm not making this up--with him developing brain cancer and dying within a few short years. If you are not there someone else will make sure that things get done.
